Under the latest amendment to the legislation in the field of real estate registration, disabled war veterans and families of martyrs are exempt from the state fee for the registration of ownership rights

Within the framework of consistent social reforms carried out in our country under the leadership of the President of the Republic of Azerbaijan, Ilham Aliyev, crucial decisions are being made towards improving the welfare and strengthening the social protection of vulnerable social groups of the population. The Law of the Republic of Azerbaijan 'On Amending the Laws of the Republic of Azerbaijan "On State Fees" and "On the State Registry of Real Estate"', signed by the Head of State on December 30, 2025, is of particular importance as a continuation of these reforms.

According to the amendment to the laws, persons whose disabilities have been determined in connection with the protection of the territorial integrity, independence, and constitutional order of the Republic of Azerbaijan, the events of January 20, 1990, as well as the performance of military service duties (official duties) at the Chernobyl NPP, and persons who have acquired the status of a martyr's family are exempt from the state fee for the following services and legal actions related to real estate registration:

- Issuance of an extract on the state registration of ownership rights over real estate (including rights acquired as a result of inheritance); 

- Issuance of technical documents (passports, plans, and dimensions) for real estate;

- Issuance of an extract related to the state registration of rights over the portion remaining with the previous right holder as a result of division, encumbrances (mortgage, lease, usage, leasing, servitude, etc.), encumbrance of lease and usage rights, and alienation;

- Making a precautionary notation regarding shares to which components (apartments, non-residential premises) are linked on the land plot where an uncompleted building is located, cancellation of the state registration of destroyed real estate and rights over it, and provision of information from the state registry;

- Additional state registration of a mortgage, state registration of a notice on foreclosure against the mortgage object, release of real estate from encumbrances (mortgage, lease, usage, leasing, servitude, etc.), and issuance of a duplicate of technical documents (passports, plans, and dimensions) for real estate;

- For the installation of boundary markers (pylons) related to demarcation works for the registration of ownership and other property rights over land parcels - per each turning point;

- Issuance of a certificate from the state registry on restrictions (encumbrances) on rights over real estate.
