In accordance with the Law of the Republic of Azerbaijan 'On Volunteer Activity', the recruitment of business-oriented, disciplined candidates aged 21-30 with a higher education degree is carried out for the purpose of organizing volunteer activity at the 'State Cadastre and Register of Real Estate' public legal entity. Candidates who successfully pass the initial interview sign a contract on volunteer activity and are involved in activities in relevant areas. The contract is concluded taking into account the requirements of Article 9 of the Law of the Republic of Azerbaijan 'On Volunteer Activity'. Based on the identified needs, the recruitment of volunteers is carried out during the fourth quarter of each year. It should be noted that the volunteer activity is a large-scale project covering all administrative districts of the Republic of Azerbaijan. In order to enhance the theoretical knowledge of volunteers during their period of activity, regular training sessions on normative legal acts and relevant scientific literature are conducted for them by specialists in their fields of activity.

Upon completion of the volunteer period, the issuance of 'Certificates' of participation or successful completion is intended based on the evaluation results of the volunteers' performance. Volunteers are evaluated according to criteria such as personal qualities, general knowledge, discipline and attendance, teamwork skills, and knowledge within the scope of activity of the public legal entity. At the end of the period designated under the volunteer contract, the evaluation of the volunteer is ensured based on their proper comprehension of the work process in their field of activity, work planning and teamwork skills, as well as the operational areas of the assigned structural unit, methodical materials covered in training, and the provided legislative framework. Volunteers who achieve high results during the evaluation stage of the volunteer activity are included in the reserve personnel list of the SCRRE. When vacancies arise for relevant positions, candidates suitable for these positions are selected from the reserve personnel list and hired. It should be noted that during the years 2020–2025, 782 individuals were involved in volunteer activity.
